Westminster, Maryland, population 18,590, is the county seat of Carroll County. Located in Northern Maryland, within the Greater Baltimore Metropolitan Area, the town sits 717 feet above sea level.

The town was founded in 1764 by Englishman William Winchester, who originally called it “Winchester’s Town.” Four years later, however, the townspeople changed its name to Westminster – the name of the English town where Winchester was born – due to repeated mix-ups with mail delivery between the town and another town called Winchester that was located in Frederick County, Virginia. The community was finally incorporated in 1818, replacing its earlier governing body – its board of trustees – with a more formal municipal government. In 1830, the municipality was re-incorporated and, in 1838, was officially recognized as a city in that year’s charter. In 1856, the Maryland General Assembly made the “city” designation official and changed the “new” city’s Burgess-Commissioner form of government to its current Mayor-Council form.

Today, the picturesque town features 16 parks, to meet the needs of visitors and locals alike. These include playgrounds, a skate park, athletic fields, and various other community parks. A municipal pool and a two-mile paved walking trail offer still more opportunities for outdoor fun while you’re in town. Concerts are held at the Carroll Arts Center and are billed as events “celebrating the common ground of the traditional arts.” The corresponding local musical series is The Baltimore Concert Series, which also features a varied mix of musical talent monthly, from December through April. The Common Ground on the Hill’s two summer festivals, held in July, bring still more musical excitement during the peak tourist season. The average July high is a relatively comfortable 87 degrees F, while the January low averages a frigid 23 degrees. Lows from April through October are much more moderate, making the area far easier to visit during these times, though May through October tend to bring somewhat higher average rainfall levels than the other non-winter months. The winter months bring a fairly significant amount of snowfall when compared to the U.S. average, yielding an annual level over six percent higher.
